Department of Homealand Security Releases Second Stage Review

NFPA Supports California Cigarette Safety and Firefighter Protection Act AB 178 - First Hurdle in Senate Cleared Judiciary Hearing Expected July 5th
In a June 20 letter to California Assemblyman Paul Koretz, author of the legislation, NFPA President, Jim Shannon wrote that "NFPA puts its full support behind the bill in California." The legislation, similar to laws already passed in New York, Vermont and in Canada would require that only self-extinguishing cigarettes be sold in the state. Approximately one-quarter of all fire deaths in the US are caused by fires ignited by smoking materials. Shannon pointed out in his letter that "The victims are often children, older adults, and people with disabilities who are less likely to escape or survive smoke or fire. The highest death rate from cigarette fires is suffered from people aged 65 or older, even though they are only half as likely to smoke as are younger adults.
The legislation has passed the California Assembly and was passed out of the Committee on Business Professions and Economic Development June 27th. It is anticipated that the Senate Judiciary Committee will hear the bill on July 5th.
This important safety legislation also has the support of the California State Firefighters' Association, California Professional Firefighters and the Personal Insurance Federation of California. Fire departments urged to stand down for firefighter safety
The International Association of Fire Chiefs (IAFC), the Congressional Fire Services Institute (CFSI) and 13 partnering fire service organizations are calling for all fire departments in the nation to conduct a "stand down" for firefighter safety beginning Tuesday, June 21. As of May 1, there have been 50 line-of-duty firefighter deaths - that is 10 more than at this same time last year.
A stand down is a method used by the military to correct an issue that has been identified as a problem throughout its ranks. The IAFC, CFSI, and their partners are urging fire departments to suspend all non-emergency activity on June 21 and instead focus entirely on firefighter safety.

Two Members of Congress To Be Honored At National Fire and Emergency Services Dinner 
The Congressional Fire Services Institute has selected Congressmen Christopher Cox (CA-48) and William Pascrell, Jr. (NJ-8) to receive the 2005 Congressional Fire Services Institute's Legislators of the Year Award. The presentation will take place on April 7, 2005, at the 17th Annual National Fire and Emergency Services Dinner in Washington, DC.

Alan Caldwell to be Honored at National Fire and Emergency Services Dinner 
The Congressional Fire Services Institute's Board of Directors recently selected Alan Caldwell, Senior Advisor for the International Association of Fire Chiefs, as the recipient of the 2005 CFSI/Motorola Mason Lankford Fire Service Leadership Award. The presentation will take place at the 17th Annual National Fire and Emergency Services Dinner on April 7, 2005 at the Hilton Washington, in Washington, DC.

CFSI To Present Organization Of The Year Award To The International Fire Service Training Association 
The Congressional Fire Services Institute announced that the International Fire Service Training Association (IFSTA) at Oklahoma State University has been selected as the 2005 CFSI Fire Service Organization of the Year. The presentation of the award will take place at the 17th Annual National Fire and Emergency Services Dinner on April 7th in Washington, DC.
